Professor Tucner is one of the leading experts of the network of ophthalmological clinics Dünyagöz. In 1978 he graduated from the medical faculty of University of Istanbul, after which he passed his residency in ophthalmology.
Most of his practical work, he associated with scientific research in medical centers of the US, the results of which are actively used in their medical practice.
He is president of the corneal pathology unit, oculoplasty department and orbit surgery of the Turkish Association of Ophthalmologists.
