Nesrin Dilbaz was born in 1958. She graduated from the Faculty of Medicine at Anadolu University in 1984 and received her doctorate in adult psychiatry in 1991.

From 1991 to 2004, she worked at Ankara Numune City Hospital and held the positions of a psychiatry specialist, head of clinical psychiatry and director of a narcological centre at the hospital.

Since 2012, he has headed the Narcotic Center of the Brain Clinic NP Brain Hospital.
